NJ SENIOR BENEFITS — 2027 PLAN COMPARISON HANDOFF

Public, no-login data endpoints (relative to this site's URL):
- uploaded-plan-list.csv: original 236 state-plan entries supplied by Evan.
- cms-2027-four-carrier-plans.csv: current CMS four-company catalog, preserving segments and exact county lists.
- plans.json: 661 state-plan-segment records, including 280 four-company records. Other companies are provided as current-plan baselines only.
- drugs.json: exact RxCUI name/strength/form index and indication-based records.
- formularies/{formulary_id}.json: basic drug rows keyed by RxCUI. Use the plan's exact formulary ID; reject suppressed data.
- logic.js: deterministic filtering, sorting, shortlist preparation, and difference calculations. Browser window.PlanLogic or CommonJS require().
- sources.json: source links, dates, hashes and limitations.

CURRENT COMPANY MUST STAY INCLUDED
Do not filter out the client's current carrier. Other plans from the same carrier must remain available and can be shortlisted. The exact selected 2027 baseline is not duplicated in the alternatives table; keeping current coverage is an explicit choice. A manual prior-year baseline does not exclude the same plan's 2027 renewal.

COUNTY AND PLAN MATCH
Use exact state, county, contract, plan, and segment. IDs include state because a CMS plan may operate in multiple states. H1234-001 without segment is insufficient to pick a benefit package when segments differ. plans[].counties is authoritative for this snapshot. Do not infer individual eligibility from service area.

SHORTLIST
Default company order is editable: Devoted, Wellcare, Aetna, Highmark. Company-order mode chooses one candidate per first two available companies, breaking ties by premium. Premium/MOOP modes choose the two lowest reported values, without treating blanks as zero. Sanctioned plans are excluded from alternatives. The list is a draft for licensed agent review, not an automatic personal recommendation. D-SNPs require reported Medicaid plus confirmation of exact carrier Medicaid eligibility. C-SNP and I-SNP eligibility is not established by these files and these plans are not automatically shortlisted.

PRESCRIPTIONS
Match exact RxCUI (name/strength/form) and preserve exact NDC rows and restrictions. Array positions are given in drugs.json.record_layout. A listing is not an approval or a drug-cost estimate. A missing row means not listed in this file, not a definitive uncovered result. Missing/suppressed formulary records must remain not checked. Some drugs have indication-based records. Pharmacy and doctor networks are NOT checked by this tool.

Part B reductions and selected maximums: CMS 2027 PBP text files, decoded with the supplied CMS dictionary. Shared amounts and SSBCI/food conditions must not be presented as additive or unconditional. Blank is unknown. Zero is used only when supplied or explicitly indicated by CMS. No individual drug-dollar estimate is generated. Premium differences do not establish total savings.

INTEGRATION BOUNDARY
This standalone public app has no client database, credentials, AI API, Salesforce access, Twilio connection or WhatsApp sender. It does not record SOA or verify identity. The exported review JSON uses schema_version 1 and status draft_pending_agent_review, preserving current plan, options, medicines and unresolved checks. Connect these operations in the existing secured middleware/Salesforce workflow. Never put client identifiers or credentials in public assets. SOA, identity verification, network confirmation, agent approval and messaging must be enforced there before sending a comparison. Do not treat a UI selection or export as consent, agent approval or enrollment.

SNAPSHOT DATES
This is 2027 data, not a live feed. Refresh source files and revalidate mappings before using a later snapshot. The original uploaded list is preserved separately. Counts differ because the CMS catalog keeps exact segments and uses a newer Landscape release. All public downloads contain plan data only; no beneficiary records.
